hen with rash on her feet

not a very good photo but the best I could get, 4 mo old Buff Orp, has a rash on her feet, today I noticed a black spot on the rash ontop of the foot,, really doesn't look like bumble,,, can this be leg mites? doesn't seem to be pushing the scales up, just looks like a puffy rash
