Hen??

Is this a rooster or a hen? This is one of my two silkies. One has no comb or waddle and this one has this..... It's 18 weeks old.

At 18 weeks that looks like a rooster. I can see the comb starting to grow and it is kind of reddish. A hen would still be flat and gray.
