Hens are afraid of the laying box?

There is a removable plastic carpet in there, but I have hay in on top of that to make it comfy for my girls
 
Is there something different about these particular nest boxes? I thought you were supposed to keep bedding in nest boxes at all times?
Yes, these are roll out nests.
Bedding will keep them from working as intended, the eggs can't roll with bedding in there. But it's fairly common to have bedding at first to entice the hens to use them.
 
One detail most folks overlook when providing nest boxes is the height. Unless a hen is able to stand up in the nest as she releases her egg, it is likely to be unappealing. An adequate landing is also a necessity so they can access the interior.

Measure your pullets standing up and make sure there's enough head room in the boxes. I agree with all the other advice you've gotten so far - make the nests more inviting by opening a flap covering here and there and toss in a bit of nesting material for them to fling around. It need not be much.
