Hens getting red swolen legs, hard to walk..

Hi everyone, hope you are all safe and well.

6 months ago we got a parcel of land, mainly keep our chickens and ducks on. On the land are 2 large brick built buildings which we used a number of different cleaning agents ranging from Bleach to Verkon multiple times.
1 month after moving out birds over, 1 of my Cockerells developed red swolen legs within a couple of days, I separated him thinking he must have hurt his legs somehow, a few days passed and he was fine but we kept him in a new built shed for longer quarantine . A month later another hen developed the same problem but hers was alot worse. We again seperated her and I searched the whole area for anything that could cause harm to them, nothing that I could see could have caused such a injury. Stupidly I put it down to coincidence and she made a full recovery so I put her with the cockerel.
Today I went to check and another of my big lads has got the same symptoms but he won't walk at all and he's got a small white cheesy substance in the corner of 1 of his eyes. I fear I have missed something lurking inside the existing buildings and its infected my flock. Any ideas please, I have rang many vets in my area and they won't see my sick boy. Ill add a photo below.

Here is more info:

1- unsure of breed he is 2 years old and seems a little on the light side.
2- he is usually nosey but now he won't walk and seems agitated
3-2 days but other birds have had the same problems months apart.
4- no other birds are exhibiting the same problems at the moment but have in the past months.
5- there aren't any signs of injury or bone damage apart from the red swolen legs
6- I don't have any idea what has caused the problem
7- he has been eating corn mixed with pellets and boredom breakers
8- poop looks a bit runny but not too runny
9- I haven't tried any treatment apart from poultry tonic
10-i would like to treat myself if possible but I will abd have been looking for local vets who will diagnose and treat the problem but so far no luck

12- brick built buildings with rail way sleeper flooring with windows and ventilation, multiple purches and laying boxes, dust baths and other play items. DE is used monthly and the coop is cleaned/maintained weekly , the bedding is straw, hay and dust free shavings, the brick building is fully enclosed with ventilation with no qccess for wild birds and so far no rats detected.


Any help is appreciated greatly. Im hoping it hasn't spread to any of my other hens especially my bantams, I still have the original 2 mothers Daisy and Rose they have been part of my family for 13 years so far.
 
Just to add, the birds are indoors 24/7 at the moment due to the bird lock down in my area, iv moved all my birds into temporary housing while I remove all bedding to be burned and deep clean the buildings again. I'm hoping nothing is wrong and it's a coincidence
