This has probably been stated but I had 2 coveys going about 60 feet from each other but had to combine them because I was adding more beehives to my yard (long story). But I had 16 hens that were 8 weeks old and not laying so I was wondering if it was molt or if they were just stressed. The male I added to my large cage was going crazy that he had that many females at his disposal and figured that it could be stress causing the lack of eggs. Turns out that was the issue, his 3 hens were laying fine in both cages but all the new females just couldn't handle it. So since he was being a jerk to everyone at this point he got moved to a pen by himself until he can get his hormones under control... That was done last week (hens 9 week old), came home after work yesterday and there was 9 eggs.
So maybe time out is in order for the males if your having issues with hens not laying. Just a thought.
