sometimes the trouble makers have to be removed and sent to time out jail , a dog crate, rabbit hutch whatever for a few days. In that time . the pecking order usually changes. When bullies come back they are at a lower status level. They may need a few sessions of jail till they learn manners. If they remain escalate to brutality you might want to consider rehoming the most aggressive ones.
You could also put a temporary wire partition in the run/coop so the littles meet the bigshots thru the fencing where they are safe from attack. After a couple weeks time they should be familiar with each other. If you have a large run or you free range, it may be safe to let them out together. They may still need to be separated at roost time in the coop for awhile to be sure the oldies don't attack them when they have no where to run and hide.
It's also good to put out a few waters and feeders because the grown birds may bully them and not allow them to eat. Places to hide are good also -- like under a chair or in bushes etc. so they can escape tormentors.
How little are the young ones? Some people like to wait until the young ones are almost the same size as the oldies to try and integrate them to the established flock.
