I'm a longtime member of BYC, and I recall some folks suggesting you shoot the dogs with a paint ball gun. It makes a deep impression on the dog (mentally) and I think gives their errant owners something to think about.

I don't have a paint ball gun - or a problem with loose dogs(except for their droppings around the front lawn - well fenced here.
