I own a restaurant in town and a bantam rooster showed up at our front door. He is malnourished and needs tlc. Our grandson already loves him as well as our daughter. I have not had chickens in over 30 years, back in Ohio. I have read on many sites of ways to help heal chickens. Everything from scrambled eggs to canned salmon. Also, he is in my daughter's room. It is hot here and not sure how he will do in the heat since he won't drink much either. Any suggestions on how to get him to eat and drink.

Get as much fresh air to him as you can. If he is overheated, you want to cool him down. You can put a fan on him and dampen his legs, comb and wattles with water while the fan blows it off to help him cool faster.
Put electrolytes in his water for three days and offer a second source of fresh clean water.
Get some un-medicated chick starter and make a wet mash out of that. Sprinkle on some mealworms or something else tempting to try to get him to eat.
I would also offer him some Poultry Nutri-drench or equivalent to give him a boost in energy that may stimulate his appetite.
Can you post pictures of this poor guy?

Is that what the black spots are? Is there anything we should do for that
Just clean the blood off. You can apply some triple antibiotic ointment to the wounds.
Have you looked his body over carefully for any other wounds, mites and/or lice? If not, you need to do that too.
