Is it ok to put the feed and water inside the coop ( it's in feeding bowls) during the times, like today where they refuse to come out in the winds cold and snow?
I would avoid doing that. The water will build up moisture in the coop which increases the risk of frostbite.
You can winterize their run by covering all but the top few inches of the walls with a clear shower curtain or tarp to block the wind and snow. Obviously having a solid roof on the run helps greatly in the winter.

Hello The white elephant, thank you and yes , I've been trying to post question but I don't think it worked lol, I just washed to know, the girls Laverne and Shirley, for the first time didn't want to come out of their coop. I assume it's because the 7 inches of snow in the yard lol and heavy winds and temperature keeps dropping it's at 33 ° and gonna be 20° by 6 pm. Is it ok if they don't come out and I put there feed and water in feeding bowls inside their comfy coop..I'm hoping that's ok to do

So, they don't have a "run" they literally v have the entire back yard and the coop that's here is very small with only the wired area below with a door on it also. 😞 I'm looking into getting a bigger coop , but how would I make a specific run area as the ones you're speaking of?

It might help to post pictures of your current set-up so we can help answer your questions.
For example, I do have both food and water in the coop for snowy days but the water is in a sealed bucket with nipples so it doesn't drip much and I also have a lot of space in the coop.
Another thing that would be helpful is to know very roughly where you are so we understand climate - we already got the snow part and several of us live with big snows as well.
Oh - and it would be lovely to see a picture of your two ladies!
