Could be a combination of too many treats and being kept a bit too warm. Chicks need a feed with a protein content of at least 18%. And treats should be no more than 10% of the daily diet. It looks like you might be using a plastic storage tub as a brooder. Those things are usually chick ovens. The brooder only needs to be warm in one very small spot. The rest of the brooder needs to be room temp. Overly warm brooders can slow feather development significantly.
