Higher fence or over net?

So i have 8 RIR's and they have figured out they can jump/fly over their 4ft high run fence. Question is, would it be best fer my girls if i go higher fence or a cover net?
 
I cover to prevent hawks. Lowe's has bird netting 7'x50' pretty cheap. It's not real strong but works for me and prevents them from flying out.
You can also just clip a wing, cut the feathers down. I only do one wing cause it makes them imbalanced and can't fly out, clip both wings and they just flap harder and make it.
 
They really havent figured out true flying, its like a jump an flap like crazy haha. I'd like em to have some jumpin room an hawks arent really a problem, but i wanted to see ehat others are doin.
 
I have a five foot fence for each of my chicken coops. But if its a enclosed pen I would reccomend putting a cover net.
 
Heres the setup, hard to tell but the coop has a door and the outer run is 4ft high.

Do you not want them to be free-run and you want them to stay in their pen then I would recommend the cover net that way they can't fly out plus it would protect your chickens from more predators :D

Even for just a small "outside" run? I like to leave it open because were "inside" city limits and theres literally 0 threats to the girls.
