As long as it doesn't appear to be in any pain when you unfold that foot and flatten it I think you could try making a shoe. For my little duckling all I done was just cut a thin piece of cardboard and taped it flat for about 24 hours.
It may take longer for yours since it is an older bird.
And probably a stiffer piece of cardboard. I would remove it daily and inspect the foot, give it some swim time, and put a new one back on.
No, doesn’t appear he’s in any pain. He lets me unfold it and feel the foot/toes.
I just don’t want him breaking his ankle as he keeps bending it when awkwardly falling. Also I feel he’s frustrated he can’t move as well as his siblings. He gets extra food brought to him as he’s not as quick to get to the bowl.
 
Update:
This morning I currently have him in a small penned off section within the pen. Has his own water, own food. Doesn’t have to shove anyone aside for it etc and also keep him from moving too much while I wait for his boot to arrive.

Noticed he had some poop of interesting color on the fresh shavings. Others seem dark brown his is green. I just gave him peas 20 minutes ago … are their digestive systems that fast? Or maybe brewers yeast changes the color he had some of that last night.
