No, doesn’t appear he’s in any pain. He lets me unfold it and feel the foot/toes.As long as it doesn't appear to be in any pain when you unfold that foot and flatten it I think you could try making a shoe. For my little duckling all I done was just cut a thin piece of cardboard and taped it flat for about 24 hours.
It may take longer for yours since it is an older bird.
And probably a stiffer piece of cardboard. I would remove it daily and inspect the foot, give it some swim time, and put a new one back on.
I just don’t want him breaking his ankle as he keeps bending it when awkwardly falling. Also I feel he’s frustrated he can’t move as well as his siblings. He gets extra food brought to him as he’s not as quick to get to the bowl.
