This is a hanging feeder my hubby built so we could go away for two days with out worrying about the chickies.
He built a waterer just about the same way. We used the same kind of potted plant base, We cut one - half inch by 3/4 inch slot near the top thru one of the ribs. When you turn the bucket upside down in the tray, the water will fill the tray and as the chickens drink, it will keep the base full until the bucket runs out of water. We have noticed that if the 5 gal bucket is filled everyday, and the water is kept inside, then it will not freeze.
