I recently received 4 homer pigeons from a fellow who took them off the nest at about 10-15 days old and brought them to my house and have them in a pen to get acquainted with the surroundings so once I turned them loose they will stay around. My question is how long should I keep them caged up before turning them loose?
 
One month, n make sure to do in evening an hour before dark, after month of only feeding what theyll eat in day (probaly two cups, and making certain noise to associate with feeding in evening (so if nothing else they know to come home n in then), and not feed or make that association sound day before.

10 - 15 days old is too young to be away from the parents!

Are they eating and drinking on their own? Usually its over one month before they are independent and able to take care of themselves.
 
Young shouldn't be taken till feathers under wings have come in. wait a month after that and a good homer may return there, but may settle at your place easy, as many distance and endurance racing pigeon lines have been resettled frequently by people I've known personally, but over all a good homer should go back to where they were: born, raised, settled, nested.
