I know hens can sometimes crow, but I wsnted to ask anyways. This morning I heard crowing in the coop. I'm not sure who it is, but I suspect the leghorn or the welsummer. I've seen the leghorn jump on the others backs. These guys are 4 months old. 20200510_142445.jpg

Your Welsummer is a cockerel for sure.
 
Older hens may crow, pullets do not. And yes, you do have a cockerel. The one with the black chest. I can't tell if it's the Welsummer or Leghorn from this distance, since both breeds have the same color pattern, but it's the one on the far right n the first pic. However if you say the Leghorn is jumping on the rest I would say it's the Leghorn.
 
Hope these are better. They don't pose very well.

First is a cockerel, second a pullet. I think I can see a hint of a white earlobe on the second? If so, and with that skinny build, that's your Leghorn, and it's the Welsummer that's the cockerel. You say the Leghorn is jumping on the others?
