How can you tell a pullet is going to lay?

I have 8 pullets. 3 and a half months old. One has been developing wattles well the others have not. I got my first egg yesterday. Is wattle development corolated to egg laying?

Thank you very much I have 3 black Astralorps, 3 buff orpingtons and 2 Cinnomin Queens. Its a cinnomin sp? Queen that has the development. In any case I will look for the red color. Again thank you.
