I always put the heat lamp at one end of the brooder, so the chicks can get plenty far from heat if they're too hot, or can move closer when want more warmth.
When general room temp has been low, I've draped light blanket across middle area above brooder to help retain heat. Yes, that could be a fire hazard if not done carefully. You could use something less flammable as a cover, too. If you have mesh cover over brooder, that helps prevent cover from potentially sagging.
Keep blanket pulled back at far end of brooder to allow heat to escape there so that a cool faraway spot is always maintained for chicks to retreat to if overheated.
