How cold hardy are coturnix quail?

I have 3 cots living in a large rabbit hutch in my unheated greenhouse. Its a bit warmer in the greenhouse than it is outdoors because there are no drafts and the sun warms it, but at night it's getting down into the 20s. Do I need a heater to keep them warm, or will they be ok as long as I keep their water unfrozen?

It has been cold here, -2 F even. The daytime hight have been 30. Mine have been perfectly fine, and even lay eggs.
 
Adding a heater would ensure that birds didn't grow any down feathers and don't build a tolerance to the cold. Then that day your power kicks off...Coturnix-sicles...or maybe coturnix-pops sounds better..
