How cold tolerant are baby polish chicks?

I want to take my babies out on Tuesday in 74°weather. Is that warm enough?
Yes, I'm trying to be overly cautious.
I heard that a cold wind can kill them.
I have 2 out of 4 chicks are polish. The one is a barred rock and the other is a Wyandotte.
I love the breed.
I got the breeder in north Jersey.
So, they must be super cozy in their coop.
I'm near Philadelphia.
A little bit warmer.
Zone 7.
 
74° out of the wind is just fine! My polish don't like the wind at all.
Thank you! I will be sure to keep them in on windy days until we build our coop and they grow up.

Is 68°ok? I want to turn my air conditioner on. If I have the heat lamp on, will that still be ok?
My room gets hot to begin with, plus a heat lamp at 90°right now.
I have a stand fan only. They don't mind that. They're on the floor in a box.
