I plan to breed her with a blue or splash cochin. However, she is not yet laying.

What is, "henny," feathering?

I am not sure what is causing this epscially just looking at it in pics. But my thinking, which may be right or wrong is that the thing causing this was either nutritional or a sickness when she was younger. Both of these conditions can cause fraying of the feathers when the birds are growing their feathers in. Now I am not sure this is what has happened but I have seen similar cases in other breeds and colors that were caused by this. If I had to guess she will not reproduce it.

In my opinion it's either poor feather quailty and/or age. I don't think it has anything to do with sizzles or silkies. After she has a hard moult the feathers may come back in correctly they may not. If that's the case then it's feather quality. If breeding cochins for correct feather this type of feather is not diserable. If your in it for the fun, then it makes no difference how the feathers look. Cochins are a wonderful breed of bird, enjoy!

I added new pictures, on post # 1.

I talked to the breeder(who has veterinary background), and he said this:
"I have no idea. It must be a mutation of some sort. As you said I do not have anything like silkies or other breeds on the property that could have produced that. I only culled her because she was a blue splash and I try to keep all my layers as blues."

She really is the prettiest little thing! I would drive over to pick one up like that. I don't care that they aren't "pure", I would love to have some like that. Maybe some frizzles and cochins would produce some of those pretty splash birds? You are very lucky to own her.
