How do I increase humidity in a still air hovabator 1602?!!!

My incubator has been between 99.5-100.4 like a champ but my humidity is not raising above 35%. And it seems everyone for the most part agrees that duck eggs should be in the 50-65% range. I have both troughs filled with water. I started with both red plugs out for ventilation & then plugged 1 then both in but still has not raised humidity. What am I doing wrong?!!!!!
