How do I keep the run dry

If you use screws and washers, you can secure the hardware cloth well, like this:

Your coop space is so small I think the roosting bar has to go in the middle so they don't smash their faces or tails on the walls.
The ventilation should be above their heads so they don't have a draft on their faces or bodies when they sleep. From the looks of it you don't have much space to play with so your ventilation 'windows' may have to be long strips cut out at the top of the walls.
Also I decided to open the coop door so they can access the run but outside is like -20 degrees celcius is that ok

Yes. As long as they can sleep somewhere dry they will be OK in the cold.
Remember they need drinking water so you have to figure how to give them fresh water and replace water that has frozen. Some people just keep bringing water out from the house but at those temperatures you will be doing that several times a day.

I thought they don’t need water at night

Its not safe

Its not safe due to a number of things; coop is unhygienic, meaning no comfy bedding or proper roosting bars, tiny area, too small for a chicken to live comfortably in, dampness issues....
The list goes on and on!!!!:he
um their coop is dry and that’s not where they sleep. And it’s not damp
