The ventilation should be above their heads so they don't have a draft on their faces or bodies when they sleep. From the looks of it you don't have much space to play with so your ventilation 'windows' may have to be long strips cut out at the top of the walls.

Its not safe due to a number of things; coop is unhygienic, meaning no comfy bedding or proper roosting bars, tiny area, too small for a chicken to live comfortably in, dampness issues....Why is my coop not a safe place??

I thought they don’t need water at nightYes. As long as they can sleep somewhere dry they will be OK in the cold.
Remember they need drinking water so you have to figure how to give them fresh water and replace water that has frozen. Some people just keep bringing water out from the house but at those temperatures you will be doing that several times a day.
um their coop is dry and that’s not where they sleep. And it’s not dampIts not safe

Oh they need water at nightThey can take cold temps. If you open the door, they will decide if they want to go out or not. Make sure their water doesn't freeze!
