That's a good sign, the chirping. Absolutely add the moisture as suggested above, immediately, and see if you have any way to measure the humidity. Steady, high humidity is vital for successful egg hatching.

Should I just put a wet wash rag under the egg

If the membrane is drying out you could use Vaseline. I talked to my chicks tried to motivate them to hatch (seemed to work for me got them peeping and kicking around).

Here is a good example of why hatching only a few chicks at a time is a bad idea. When the peeps begin vocalizing the rest of the clutch get's into the moving and kicking mode which helps free the peeps from the eggshells.
