How high must i raise the heat lamp.

I was wondering how high I'm supposed to raise the heat lamp. I keep raising it a inch or 2 but it isn't doing anything. Am I supposed to raise it significantly higher? There is 20 chicks and they are 11 days old.
I bought a digital temp gauge ($5.00) at Walmart and hung on the side of the brooder; worked great. I covered the brooder with card board, and made vents to allow the heat to escape as the birds matured to lower the heat. Never had to raise or lower the heat lamp.
 
I used my bathtub for a brooder and have a 250 watt red bulb
250 watt bulb in a tub is probably a lot of heat. Off hand I'd guess somewhere about 1.5 - 2 feet up. I used a watermelon box from grocery store and blocked much of the light to keep heat in only part of it. temperature is the focus and you dont have to perfectly heat the entire area. As long as there is enough space that is 95°ish for them to warm up it's ok. If you must u can use some of the better cooking thermometers.
Water, heat, food, vitamin/electrolyte drink, and watch for pasty butt and it will go well.
