How long do i steam quail eggs for?

I found the the texture on some of my eggs a bit rubbery so I think I'll try less time next time. I don't have a pressure cooker but thanks for the tip.
 
I hard boil them for three minutes and put them into cold water right after. Both to cool them down to stop the cooking process and because they peel so much easier. I do the same with chicken eggs.
