Gosh they are so cute! Two drakes would make a quieter pair? I am really set on call ducks as they are just so adorable!Call duck females can be loud. Its a really cute loud though.
Mine are fairly quiet most of the time. They call at certain times, like when they hear me open the back door, or when they lose sight of each other, or sometimes when they are scared. The males have a quiet raspy peep, so you could get a few drakes.
Broody call ducks are the loudest! They quack quite a bit.
I also had a flock of black Swedish ducks. They didn't necessarily have the volume of a call duck, but they were noisy much more often. They seemed to talk all the time.

Just seen this add pop up here in NSMy call duck hen is SUPER loud. Loudest duck ever. She's adorable and currently sitting on a nest of eggs.
