I think the sandpaper texture could be either a benign thing or the indication of an infection or defective shell gland, according to this article:

I hope in your case, it’s nothing to worry about. I had a pullet who would have trouble laying. It would take her a couple days to get an egg out, and when she laid them they were very rough. I didn’t realize this was potentially abnormal at the time. Unfortunately, she suddenly passed away at 9 months old, and I believe the rough eggs were an early sign of her problem.

I don’t think one rough egg gives you reason to worry yet, and I don’t want to alarm you unnecessarily. I just wish I had taken it more seriously at the time. I would recommend finding out which bird laid the egg, and try to keep an eye on her and any future eggs she lays.
