How many quail can fit in here

If you can make a 'second story' (a cookie sheet can be sufficiently propped up to work well for this), you could put their food and water on the second level. This would give your birds full access to the bottom level to move about and would give you space for 3 hens, 1 cock. Otherwise, this cage would only comfortably house two birds. Six to eight inches between the bottom and top levels will also provide privacy for your hens to lay, yet not hinder mating attempts. Japanese coturnix quail tend to jump up to / down from the second level, so stairs won't be necessary.
 
1 Sq ft per bird is the general minimum space requirement for quail. This is more than enough room if keeping quail on a wire floor. I have kept them up to 2 birds per square foot without any issues.

Myshire Farm keeps 3.5 birds per square foot so they would put 13 quail in your cage :eek: but that's only if it had a wire floor.

Your cage is 3.75 Sq ft so at 1 bird per square foot you could keep 3 quail in it. But since it is a solid floor you have to consider how much the quail poop. 3 quail would soil your bedding in no time, I think. I would put no more than 2 in it. If it had a wire floor I would put 3-4 in it.
 
If it has a tray that slides out in the bottom, can you remove the tray and attach hardware cloth to make a wire floor? If you, maybe 3 hens.

The second level may not get used if you build that suggestion, not all quail will walk up ramps. But they will probably like hiding under it.

Ok I do have a old rabbit hucth is that a better option to use
