Nest boxes are debatable. Like Shelly says, I collect about 85%+ of my eggs out of my dust pans. They tend to lay eggs in the place the are most often, and coturnix love their dust pans.

Sorry, forgot to answer the first question. You can stack your quail pens as high as you are willing to fall
thanks i will make them a bit lower.
but because i am using wood shavings on the bottom i will make them 14 inch so that when i put the shavings in they still have 12 inch.
if i have them in small pens i will have one square foot per bird but i will also have some 2 X 4 foot cages and will have 10 in them.
