And my pen looks strikingly similar! Mine is also a bit tall...
I was going to put some thick fabric foam or something shock absorbing on my ceiling so they can't hurt themselves should they flush.
I was told coturnix's don't flush much, well let me tell you, they are 9 days old and are constantly bouncing around when I'm messing around in their brooder!
Other than the height issue, I think you have an amazing pen! Just add some hide outs and a cat pan of dirt for bathing and you will have happy quail.
I would say no more than 35-40 quail. Mine is 5.5X6 foot and I only want 20 max!
The hen to rooster ratio is a different topic. And that really depends on if you want to hatch any or not.
But if you want males, I was told not to have males from different hatches or they will fight.
As said earlier, there are plenty of existing forums on ratios. But as far as room goes, you have abundance!
