I'd personally cull the cockerel that's flopped. A flopped over comb is fine on hens. It's a serious defect on roosters.

Why is that?
I had a brown leghorn rooster with a comb that flopped over sometimes, but but he was very healthy and spritely, and he sure did live a happy life.

Brown leghorns get combs the soonest of all chickens. They also have a big saggy comb even if a rooster.

I dont believe a Leghorn rooster should have a saggy comb... if it does its a defect or injury

yes if the comb doesnt straighten itself out he will be moved on... I will be keeping the other 2 and fingers crossed they turn out ok

its still a defect if you are wanting show quality birds. Its got nothing to do with how healthy, happy or virile they are
