how tall does a fence need to be, to keep a khaki campbell drake in

I'm going to be building a pen this fall (as soon as the heat breaks), what is the height a fence needs to be, to keep them separated?

I have a Khaki Drake that easily scaled the 3 foot fence we initially had, and then we got 4 fence - he goes over that too. Not as easily, but he goes over it. Usually only when human is trying to catch him.....

The other five ducks stay put in the 3 ft fence. It's just the one drake.

I've seen my Khaki females fly straight up over my head when freaked. At least 6 feet. But they average about 3 feet. I thought only the Mallards would fly.
