How to convince ducks to use new floating house?

There are 3 pekin ducks that were dumped at our neighborhood pond in central Texas a few months ago. So I got HOA permission and built them a floating duck house (we aren't allowed to own pet ducks and my dogs would probably try to kill them).
So far, they haven't gone up the ramp to the house or gone in it that I know of. We did try putting chest waders on, going into the pond, and dumping some duck feed onto the deck, to lure them over, but it didn't work. They are happy to eat the duck food when we dump it on the grass, though.
Any ideas? Would putting some kind of duck decoy on the deck encourage them to go over? Or would it make them more scared?

I'm just concerned for them because it will be getting pretty cold soon, and they don't seem very bright.....

My pekin ducks haven’t used mine yet either.

Right now they just seem happy feeding around the weeds

We have the same problem. Hopefully they will go into it this winter!
