There is a procedure that uses a hot wire to cauterize his vocal cords. He will still attempt to crow but little or sound comes out. The most dangerous part is putting him to sleep so that he remains motionless while this is being done.

I live in the city in between two apartment buildings and Its also illegal to have roosters due to the noise ordinance. I was doing some searches on how to keep them quiet and found a video on the NoCrow. So I ran to Home Depot and bought some velcro used for TV cables, this works best because its double sided. It works great! they freak out at first but eventually get use to it. I have seven game roosters and they stay pretty quiet. Five have the no crow and my two show roosters I keep in a soundproof coop I made. I open the doors to that around 8am weekdays and 10am on the weekends. the only downfall to the velcro is they start to lose a few feathers around their neck. and to the soundproof coop is it is costly.
