How to get their feathers to come back

My hens are exactly 1 year old. I had too many roosters, and they had gotten bare spots on their backs. I removed all but two Roos (I have 35 hens or so) and put breeding saddles/aprons to let their feathers heal up. A month later, I removed another Roo leaving only one roo. Now another month later the hens still all have massive bare spots. I since have removed the saddles, thinking maybe they were the problem. What can I do? They haven't started pecking on each-other yet but I'm afraid they will. What can I do to help speed it up? What might have prolonged the regrowth?
 
I have heard feeding cat food will help supplement protein, which is what hens need to regrow feathers.
 
I've got two hens that are being slow to re-grow feathers after too much lovin, also. I feed a 20% protein feed and have been thinking to either up that or pull them out from any rooster at all. Will probably boost protein first, as I'm running short on space!
