Sometimes all it takes is a little education. Your neighbor may not be aware his birds are encroaching or may not be aware it's a problem for you-if you don't say anything to them, how are they supposed to know? I would suggest first having a chat with them and kindly tell them that the peas are causing problems for you-eating your flowers, messing on your porch & elsewhere on the property and that, although you think they're beautiful creatures, they'd be even prettier if they stayed on their own property. You have every right to say something and if you don't, you have no right to be getting upset with the birds or the neighbors. Now, once you have made your point and if at that time it continues, THEN it's time to be more forceful and suggest that you will be expecting compensation for damages and cleanup costs for the peacocks. If that doesn't do it, then follow up with an invoice and a complaint to the local authorities. And document, photograph, date and notate every single time they are at your place and the damage they caused. It may come in handy if it escalates to that,but I certainly hope it doesn't.
