How to return a banded bird?

Hey all, we have found a banded pigeon with the following band ID# ECRA 2013 423. Any ideas on how to get him/her returned?

That doesn't seem to be a band for one of the big clubs. Somebody who posted as pat66 on http://www.rollerpigeon.com/ in 2010 (when it was roller-pigeon.com) was using those initials as a tag line on his signature, so the people on that board may be able to help.

Call your local animal shelter they my be able to help....A lot of people get their bands from Foys (just google Foys pigeon supplies) give them a call as well.
