Oh, that's sad. Just because a stray cat bites you doesn't mean it's a bad cat, all it means is you handled it wrong. A scared cat will bite in self defense if it thinks you're going to hurt it. It might be best to try other shelters (especially any no-kill shelters), and if you can't find any that's accepting cats, then go to one of those programs that'll fix the cat for you. You could also put an ad out and see if anyone will want to work with it to tame it.
