Okay so after you tag someone - how do they know where you want them? Plus which
I'll be reading some threads and notice some one has tagged me but, however it's done, I don't see it until/if I am on that thread later.

You usually get an alert when someone tags you, make sure it's turned on in Alert Preferences, and you can opt-in to receive an email when tagged under Contact Details.
