This is really low. Aim for 20%, or at least 18% as a minimum, for laying hens. A lot of layer feeds were designed for the egg industry and have the absolute minimum (or lower) that they can get away with and still get eggs out of the production breeds, for 1-2 years until they cycle them out and replace with younger birds. They don't have the overall health or longevity in mind with those numbers, they're just trying to get the most by spending the least.
