How warm should the brooder be without chicks in it?

I've been running my brooder (100 gallon stock tank) with a 75w red heat bulb for the past 24 hours to see how warm it was. Under the light (hanging about 12" off the floor of the brooder) it's reading 82. Will have 8 chicks in there add some body heat or do I need a stronger bulb? I have the side over the light covered to keep some of the heat in, but I'm not sure this will be enough. How low can I hang the light without it being a hazard for the chicks? I think a 250w bulb will be too much and was hoping the 75w would be perfect. How strict is the 90-95 degree guideline? I should be able to grab another stronger bulb at the feed store when I pick up my chicks tonight, should I just to be safe?

The brooder is in our finished basement and our outside temps have been cool at night (30-40), so we are still burning a fire in our wood stove for heat. I could move the brooder near the stove if needed for some extra heat.
 
I found a lamp stand in the reptile section at Petsmart that is very stable because the base will tuck under your brooder. The height and distance out where there is a hook to hang the light are both adjustable. Also found a 100w infrared bulb in the reptile section that has kept the temp spot on 95 degrees. Our brooder is also in our basement.
