I just happened to be reading the incubation section in Raising Chickens a few minutes ago. Raising Chickens *most definitely* is referring to wet-bulb humidity. Tell your mom to read that section again, paying attention to the instructions of how to measure humidity (wrapping a wet cotton sock around the bulb of a normal thermometer) and the term "wet-bulb".
