Add Crossing State Lines For Illegal Pruposes With Controlled Animal...eh It Get's Ugly Quick. For Intents And Purposes It Would Be More Humane To The Birds To Simply Wring Their Necks 1 At A Time As You Take Them Out Of The Transport Box... Better That Than The Fate They Would Face In The Wild. Raising Bobs For Release/ Restocking Is A Specialty In It's Own Right And Very Involved... Even When Done Correctly By Folks With Proper Training Usually 2% Or Less Survive Long Enough To Breed.

You See Your Friend Doesnt Have A "quail" Problem, He Has A Habitat Problem.... Otherwise He Would Have Wild Birds There Already.
