For Intents And Purposes It Would Be More Humane To The Birds To Simply Wring Their Necks 1 At A Time As You Take Them Out Of The Transport Box... Better That Than The Fate They Would Face In The Wild. Raising Bobs For Release/ Restocking Is A Specialty In It's Own Right And Very Involved... Even When Done Correctly By Folks With Proper Training Usually 2% Or Less Survive Long Enough To Breed.

You See Your Friend Doesnt Have A "quail" Problem, He Has A Habitat Problem.... Otherwise He Would Have Wild Birds There Already.
