is it normal not to see any movement at the beginning of day 16 for quail?

Day 16 isn't too late, but quail eggs can be difficult to candle. Try holding the eggs up to your ear and tap gently; you could hear tapping back, or even a peep if the chick has pipped internally. If you're really worried and you're sure there aren't any pipped, you could try float testing them. There are good guides for that on this site, if you think that's best.
