Definitely a cockerel. He's probably not crowing because there are two dominant roosters in the flock.

Originally we had 7 roosters and they all were mounting the hens at one time or another. We eventually pared down our roos. This guy is a little different.

Depending on how many hens you actually have there might be still too many left. Your pictures show already three.
