You only need to soak for ten or fifteen minutes at a time. An hour is excessive.
After soaking, while the tissue is soft, just take your fingernail and pry up the edges of the scab and pull it off.
Then wash the open wound with soap and water, dry, and goop on some antibiotic ointment like Polysporin. Then place a non-stick gauze pad on it and wrap the foot securely, not tightly, with elastic Vetrap to keep out the dirt. Check the wound in two days and resoak if it isn't healing. You may need to pull the scab off again.
Tip on wrapping the elastic wrap - begin at the lower shank and wrap down toward the wound, going around the toes, then bring the wrap back up toward the shank where you started and press the end firmly against the back of the leg. This way, the chicken can't pick the bandage loose.
