I cant tell if duck being aggresive to new duck or pecking order?

We have one muscovy female duck 8 weeks old now . We had her since a few days old . She has always been by herself ( except for her mirror and us ) she stays inside in her pen mostly or roaming the kitchen . But everywhere I read said that ducks dont need to be alone . So I got her a friend. Female bout 6 weeks old . I thought she be happy but is biting on feed . Pecking at head . Then at times it seems like she preening her. Her tail is always wagging. Is this aggressive behavior? How do I get her to stop. She alot bigger than new duck

Part of the problem is is that she's imprinted on you. The second part of the problem is, it takes time for birds to acclimate to each other and she's not used to her own species for company. It's going to take a lot of time for them to form a bond.
Do they go outside? Do they have access to a pool or a pond to swim in?
