And the cage can fit one duck, it can fit 2 but it would be slightly cramped but they still have a way to walk, when they reach the same age should they still be seperate or will they sleep next to each other and be friends

How big is the cage? You should have 4 sq foot per duck and 10 sq ft of run room.

Can you somehow combine the cages? Neither one sounds big enough. Or add to it with welded wire? Maybe grab some things around the house that arent getting used, but that can be fixed into a run or house. Think outside of the box. Got, to give those ducks more room to run, stretch their wings, and go for a swim. Do you have a water source for them to dunk in?
How is their food and water set up if they barely have enough room to turn around?

I will definitely be doing what you told me I will combine cages and the rest, and yes they have enough room for wings spread and to dunk in. And the rest is perfectly taken care of
