I relate to the financial. Not everyone has thousands of dollars to invest in fixes that might already take some weeks.
If you are not a big DIYer, maybe get a plastic shed. Ours has served as a chick-growing area, an infirmary, a nesting spot (it has a hay bin in it), feed storage. Sometimes chickens try to roost in it.
But in any case, it appears that this is a space issue. Your birds need more. You don't have to get to the "ideal," but if you can separate a few out, that may solve the issue.
